Post-Disaster Economic Recovery Plan

I was the project manager and technical lead for the San Diego County Office of Emergency Services’ Post-Disaster Economic Recovery Plan. The plan established the steps and resources needed to execute an effective and inclusive economic recovery continuum before potential disasters occur. The plan outlines actions that prepare the region pre-disaster, bring the economy back to life post-disaster, get employees back to work, and set the San Diego County community on the road to a resilient and sustainable recovery.
Resilient305 Strategy
Greater Miami and The Beaches, FL
I was a subject matter expert and strategy reviewer for the Resilient305 strategy under the 100RC program, pioneered by The Rockefeller Foundation. The strategy brought together key stakeholders and decision makers across Miami, Miami Beach, and Miami-Dade County to set a clear vision for an integrated response to climate change in the Greater Miami and The Beaches area.
Resilient by Design: Bay Area Challenge
San Francisco, CA
I provided resilience and sustainability expertise, technical review, and developed the final submission documents. AECOM participated in the Resilient by Design: Bay Area Challenge as part of the All Bay Collective team, a collaboration among the local community, universities, decision makers and subject matter experts. The challenge sought to develop community-based solutions that strengthen resilience to sea level rise, flooding (including groundwater), storms and earthquakes.
Ramallah Resilience Strategy, 100 Resilient Cities Ramallah, Palestine
I was the key contact and technical expert, working alongside the Chief Resilience Officer of the City of Ramallah, to develop the city’s first Resilience Strategy. I was the lead author and designer of the final strategy. The strategy development required extensive stakeholder identification and engagement, shock and stress identification, a resilience assessment, and development of focus areas and research priorities. The final strategy established key actions to be taken to support a resilient future for Ramallah and its communities.
Rotterdam Resilience Strategy, 100 Resilient Cities Rotterdam, The Netherlands
I was the key contact and technical expert, working alongside the Chief Resilience Officer of the City of Rotterdam, to develop the city resilience strategy as part of the 100RC program. The strategy establishes a clear and concise vision, goal areas and implementable projects, aimed to increase the resilience of the city. I led engagement and coordination between 100RC, the City of Rotterdam and other technical experts, the development of strategy goals and actions, and was the lead author and designer of the final strategy.
Paris Resilience Strategy
Paris, France
I provided technical input, review of the actions and recommendations, document design, and managed the production of the final strategy. The strategy established key risks, priority actions, and brought together stakeholders to support a resilient future for Paris and its communities.
Sea Level Rise Adaptation Decision-making Framework
Marin County, CA
I was the Deputy Project Manager and Stakeholder Engagement Lead. The study will develop a recommendation for a countywide governance structure and decision-making process that is aimed to support countywide adaptation to sea level rise. Equity is a central pillar and will be reflected through prioritised outreach to community-based organisations, foundations, and community leaders across Marin. The study identified a range of governance structure options with a focus on long-term pathways to funding and financing and implementation.
San Jose: Climate Adaptation and Resilience Plan
City of San Jose, CA
I was the Project Manager and Funding and Financing Lead. The Climate Adaptation and Resilience Plan (CARP) includes a vulnerability assessment and adaptation plan for the City of San Jose, focusing on the City’s electrical and water infrastructure and critical facilities. I oversaw all technical tasks and engagement activities, including the vulnerability assessment and measure development. The funding and financing analysis provides high level benefit-cost analysis of measures and identifies funding and financing opportunities to support implementation.
Southern California Association of Government Regional Resilience and Recovery Framework
Los Angeles Region, CA
I was the Funding and Financing and Economic and Workforce Recovery Lead. The Regional Resilience and Recovery Framework (RRF) expands the SCAG’s understanding of resilience to include broader social and economic factors and is intended to guide the exploration of emerging and potential disruptions from public health, human-caused, and natural hazards. The framework development included outreach and a regional exploratory scenario planning process, and the results of these two efforts will inform the development of a resilience toolkit. I led the development of the economic and workforce resilience and recovery chapters which included strategies to support businesses and the workforce to be more resilient to potential disruptive events and to be able to recover post-disaster. I also led the funding and financing chapters for both resilience and recovery efforts.
Climate Adaptation Plan
Coastal Bend Bays & Estuaries Program, Tx
I was a Climate Adaptation Technical Special. The AECOM team supported CBBEP in multiple planning efforts as required through federal funding under the Environmental Protection Agency (EPA), including assisting with the development of a Climate Adaptation Plan. The objective of the Climate Adaptation Plan is to develop a climate change risk-based adaptation plan that contains effective solutions that CBBEP and its partners can implement to better manage potential risks from a changing climate. The planning-level risk-based vulnerability assessment helped CBBEP develop an action plan with effective solutions that stakeholders and partners can help implement.
